Development Tools Breaking on Events and Basic Stepping

What about if I didn't know I had to go to 'Controls' in order to find the change event?

I didn't really get why I needed to go to Control. Joel says that control includes form events. I didn't get this part. Aren't we working on a li instead of a form. To be more accurate, the change event is related to the input element, not to form.
