What am I missing here - I created the button

You need to close your select element, and the button should be outside the tag:

<label for="color">Shirt color:</label>
  <select id="color" name="shirt_color">

    <option value="red">Red</option>
    <option value="yellow">Yellow</option>
    <option value="purple">Purple</option>
     <option value="blue">Blue</option>
    <option value="green">Green</option>
    <option value="orange">orange</option>
