What code is creating the circles and how?

I am still confusing how html += <div>${i}</div>; is creating circles on web page

Sixteen seconds into the video, the instructor explains: "The divs are styled with CSS to display as circles with white background colors.", so the code that makes the circles is in the styles.css file found in the css folder.
