what does it mean that XXX(the newuser) is not in the sudoers file?

I created a new user and try to run sudo commands. but it says the new user is not in the sudoers file. what happened?

It means the user was created without sudo permission. sudo lets a user run commands as the root user so be careful extending that privilege. If you want to add a user with sudo then the command is 

  adduser <username> sudo

or add to existing user

sudo usermod -a -G sudo <username>
