If you mean virtual Computer/Machine it´s a software that can simulate a diffrent computer or operating system. Naturally you can only simulate hardware that is slower then your real computer. Some us them to simulate old consoles form atari or to test something. By example some MAC users simulate windows or linux to run certain programms :)
