HTML How to Make a Website HTML First Use HTML Elements

What is an HTML root again? I'm confused upon composing <!DOCTYPE html> what to do next.

Confused in regard to the next step following the DOCTYPE I enter.

Assuming that you are creating a website I would have the following as the next step:

<!DOCTYPE html>
<html>
<head>
    <title></title>
</head>
<body>

</body>
</html>

the root of the document is the html tags

<!DOCTYPE html>
<html>
</html>

since everything else goes inside those 2 tags.
