What is the best way to use a JobScheduler?

Hi, I am a bit confused about the job scheduler and maybe someone can give me a hint?

I want to execute one API call around a specific time range (like from 1 pm to 4 pm) every day and save the data from that call. I read that the recommended way is a job scheduler, and it seems to have everything what I need (Check if a network is available, backup case). Unfortunately, I can't specify a time range. Is there a way to do that?

An AlarmManager is not recommended so what should I use?
