What is the connection between Cat exclusion and its ID

In this example Zac wanted to exclude category id 4 and he used cat -1. What is the connection between them I don't see. What was the point of checking Category ID number?

In WP_Query, if you want to exclude a category from a query you put a minus sign in front of the category id, So

'category' => '1'

mean get posts associated with category 1 and :

"category' => "-1"

mean get all post not associated with category 1.

I get that, but Zac did cat -1 on cat id 4. and it worked
