what is the difference of ctrl-shift-b to the free transform tool ( shortcute key = E )?

does the same? why there are two different tools?

ctrl-shift-B hides or shows the bounding box (so you're able to resize or move your object), whereas E selects the Free Transform tool. Does that help?
