You're up to the last part just fine. Then it wants a header, section and footer adding. Those go in the body element:

<!DOCTYPE html>
<html>
  <head>
    <meta charset="UTF-8">
    <title></title>
  </head>
  <body>
    <header></header>
    <section></section>
    <footer></footer>
  </body>
</html>
