What is wrong with my code?

It works on my pc but not in the code challenge?

In the code challenge, apparently not all of the topics supplied to the function needs to overlap with a certain course in order to be required to be returned from the function. Here is my code which completed the challenge:

def covers(topics_set):
    output = []
    for course, topics in COURSES.items():
        if topics_set & topics:
            output.append(course)
    return output
