These sites have very advanced design and interaction. Is there special software specifically designed for development of this level of user experience for the web? I just came across a portfolio of this content-rich type of website, and wondering how to start learning how to create it.
(these sites are very content heavy, and may take more time to load)

It looks like the waste-creative site uses SWFObject, which allows for Flash adaptations.
Zerolight look like it was created predominantly with JavaScript/jQuery/AJAX and the yepnope.js framework.
You can get a good foundation in the technologies used for Zerolight here at Treehouse in the JavaScript library. Zerolight obviously takes it to the next level.
