What platform should I start using to build my web application using html, css and deciding whether or php or javascript

Building a web app for foster care youths as part of my portfolio and to inform youths about there rights in the foster care system.

I would choose one you did more successfully in. I would recommend Javascript however if you did better in PHP I would lean more towards that. For me I am currently learning Ruby on Rails because of its User Authentication is a bit more simple than PHP and also it is very easy and fun.
