What programming language is it? Is it a connection between Django and HTML?

This bit of code belongs to Jinja templating language which comes with flask. Flask is a web framework written in Python.

html can´t process python, just understand variables. So, in order to give special instrucctions to like a loop Django use this lenguaje so html can understand.
