What tools would you use to create a click-able animated GIF?

Hi

I'm thinking to;

  1. Use Adobe After Effects to create the animation.

  2. Export the animation to Adobe Photoshop to convert it into a GIF.

  3. Use Adobe Fireworks to create a HTML image map.

I might recommend using Adobe Flash or Adobe Photoshop, then use HTML code to source it to the screen of the page inside a set of anchor tags. There are a variety of ways you can do it, you could always use Javascript to enable a slide of images to play through instead of a .gif at all. But I guess it would all depend on what you are targeting specifically.
