Was the dot the virtual content generated by the ::before. What was the purpose of adding the before element to the dots?

The ":before" CSS rule is what creates the dots. If you look at the CSS pane on the right, you'll see in the code where the content attribute contains the actual "bullet" character that makes up the dot.
