What would be considered a layout restriction?

Can anyone give me an example of what a CSS layout restriction would be when adding an image? I'm taking this as a refresher and it's been quite some time since I've done anything in CSS.

I think what a css layout restriction is in the context of the video lesson taught is the layout techniques used on the page with css (a combination of the html markup used and the css layouts, e.g. float/flexbox/grid can potentially have an impact on your approach). The design decision/mockup(s) that the client is requesting can also potentially have restrictions in the real world as well.
