what is the html element that can serve as a doc root?

This is your basic structure for an html document. Your root element is the opening and closing html tag.

<!DOCTYPE HTML>
<html>
<head>
<title>Title of the document</title>
</head>

<body>
The content of the document......
</body>

</html>

<!DOCTYPE HTML> is what lets the browser know what type of document it is and how it should read it. The root element is

<html>

........

</html>

You write all your html inside these tags or it will not be read properly on the browser
