What's the point of the table element?

A table element is used in the form. The video says that it is acceptable to use the table element if it is not for layout purposes. But: What's the point of using a table element in this form (I often see designers use it)?

I think by "layout" he means the whole page layout. It's not a really good practice to use tables to define page layout and its elements such as banners, text with images, menus, footers, etc.
