def combo(a, z):
  l =[]
  for (i,j) in (a,z):
    l.append(i,j)
  return l

You don't need a tuple for the iterating var in the for loop. len() provides the total number of elements in the tuple. The range() built-in function will give you the actual sequence to iterate over. And you need to use subscript notation for reading the combo.

def combo(a, z):
  l = list()
  for n in range(len(a)):
    l.append((a[n], z[n]))
  return l
