In general, tempC = (tempF - 32.0) * 5.0 / 9.0

Since you are using forecast, you can also add &units=si or &units=auto which will tell the API to give you measurements in metric or the locally appropriate units for the forecast location respectively.

Unfortunately there no way to use the API anonymously without a key.
