When I paste the @import into my css it changes the web page when it's suppose to stay the same... why?

There are two ways to use @import:

(1) Putting @import in the html file:
<style>
   @import "css/import_css.css";
 </style>


(2) Import a stylesheet from the inside of another stylesheet:
@import "import_css.css";   //--> this goes at the very top of the .css file

The second thing is your coding is all out of order. If you have copied and pasted exactly how you have your html file, then you are missing the body element in your coding.
