When I run the app it does not show the hello world screen. All that is shown is the black screen with the android text?

All that is shown is the black screen with flashing android text and I get "error could not access the package manager. Is the system running?"

You might have an error showing in the bottom left of Android Studio related to this.

After searching my particular error message on the forum, I found other people suggested trying an emulator with a lower screen resolution. I am about to see if this works for me.

I think you should wait until the emulator shows the lock screen, just wait the emulator to fully start. And try to run it again. This should work without error. Hope this will help!
