Design Illustrator Foundations Creating an Icon Understanding Shapes

when i try to create a shape with the rectangle tool I'm getting that circle cross out icon.

the shapes layer is not locked. not sure why i'm getting the restriction. Also when I unlock the icon and stretch layer the circle cross out icon persists.
