When to make <table> for HTML Email
I have a design of a html email on paper how would I know what I would need a
<table> tag for? is there a principle for this?

Table tags are best practice at this point for the multiple email clients ensuring compatibility.
Keep it simple, designating areas in rows and columns. You can have colored backgrounds, but less email clients will allow background images.
