I would have written it like this at first glance:

/* Animate the svg color or stroke or any other property, the animation should happen on the path/circle */
/* fill is for color*/
.star-bg{
    transition: 1s;
    fill: red;
}

Your answer was incorrect but thanks I figured out it is like this
