Where do I go wrong?

I've created the thing being asked for. What do I miss? Have checked for typos.

courses/admin.py
from django.contrib import admin

from . import models

admin.site.register(models.Text)

class TextAdmin(models.ModelAdmin):
    fields = ['course', 'title', 'order', 'description',]

You are very close. ModelAdmin is from admin module, not from models

Also, the new admin class should be defined above the register statement.
