Where do I need to add the background back up color in my css?

If I'm adding a background image to a section of HTML, do I add a backup background before or after the background image in my CSS? I keep getting these two mixed up. Thank you in advance for any answers.

It's like building up a font stack, so you'd provide the background image then a fallback colour.
