Where to put ng-app="' ?

Why put ng-app="todoListApp" in the body tag versus the html tag?

The difference is the size of the scope and performance. Putting ng-app in the html tag allows for a bigger scope so you to manipulate the tittle tag. In terms of performance, there isn't much of a difference. It is only impacted a bit since there are more elements in the scope.
