Which element is the ROOT element in rem?

rem will based on the size of root element, which element is the root? Is it always Body (if i defined font size in body)?

The root element is the topmost element. In a HTML document that is the html element itself, which is above even the body element.

Just to be sure.... I therefore define the font-size in html, most likely in percentages. Right?
