Which of these three methods are most used within a group of developers coding on a single server?

It seems to me, if you're working among a group of developers on a single server, using either the ini_set() within your PHP or .htaccess methods would be best rather than setting the entire server to display errors.

It would be nice if some seasoned developers could offer their insight as to what practices they find common in the workplace.

Are you taking about a development server? You should never be displaying errors to users on a production site. I would personally use ini_set() and a config setting. Not that it really matters, either way you would need to change a site when you put the site into production. I just don't like working in the .htaccess
