Why can't I resize the logo in an artboard?

When I use the 'place embedded' option to add a logo to my artboard then I save and duplicate it I can't change the new one's size, it's fixed. So can't I see the arrows/ squares in the corners when I click on an item to resize that, I need to do that in the properties. Any idea? Photoshop CC 2017

Try clicking on the logo (or some other way make sure that that layer is selected), then pressing ctrl + T.

For future reference, this is the Free Transform hotkey. The menu option is found in the Menu at Edit > Free Transform.
