CSS Animating SVG with CSS Transitions and Transforms Grouping and Transforming SVG

Why couldn't we apply the transform origin property on the hover state style as opposed to just the gear-icon style?

I hope I understand you question here, as it's been a while since I've watched this course, but I believe we're setting it's transform origin on the gear-icon itself so that it's solidified as opposed to always resetting it's origin every time we hover on it.
