Kyle I had the same question in the past.

The first quote includes only YOUR services (or your team's). So you are quoting and charging for the design and coding work. BUT chances are you don't own a large format printer or a sign building company.

In this case you will need to outsource this services. You can give your client an estimate of how much will this outsourced services cost based on your experience (making clear that they are only estimates).

The exact price of building the sign or printing depends on the design itself (size, complexity, amount of color, material), so you can only quote those services AFTER you have finished the design work. This is where the second quote comes into play.

You're client may or may not build or print "through you", but regardless of his decision, you will charge your services (first quote).
