Why does my checkbox nav bar only work when I am scrolled all the way to the top pf the screen?

The nav bar is purely html and css. It is fixed to stay on the screen as I scroll down but won't open unless I am scrolled all the way at the top of the screen. When I try to open it anywhere else on the screen, it shifts up and then back down and does nothing. When at the top of the screen, it also shifts up and down when I click it but it works there. Why is this doing this?
