Why I can't change the blending mode?

I tried Shift + and it's not working.

Btw, I use notebook, is it related to shortcut?

This is indeed by default the shortcut key for blending modes so it should work... But make sure you've not selected the brush tool while doing so cause then shift + will change the blending mode of the brush instead of the layer. Try it while the move tool (v) is selected for example. If it still doesn't work you can go to 'edit - keyboard shortcuts (alt+shift+ctrl+k) and check the shortcut for changing blending modes.
