Usually anonymous functions are only passed to setInterval when the function you are trying to call needs parameters set i.e. setInterval( (someValue) => someFunction(someValue), 1000), however this is not the case with the tick function so I'm assuming it it is purely for conventional purposes. The function will work either way though.
