Why is setting up ruby so hard?

I decided to take a chance and learn ruby and the framework ruby on rails. After 3 hours, reading millions of forms and video millions of videos I have yet to finish setting it up. These has to be an easier way.

Which operating system? I found Ruby very hard to set up on Windows, but very easy to set up on Ubuntu. Took about 90 minutes on Ubuntu have everything up and working.
