Why is this not passing the challenge?

Why is this not passing the challenge?

It works on Pycharm but it wont pass the challenge.

One of the challenge requirements is: "The function needs to return a dictionary."

But the code shown here doesn't return anything at all.

Also, for the challenge, you won't need to "print" anything.
