Why sometimes we need to click "items of New Constraints" , sometimes we need to choose "None"?

When we add the new constraints, why sometimes we need to click "items of New Constraints" , sometimes we need to choose "None"? What's the difference?

You should need constraints when you want an item to stay where you placed it. If you are not finished with the design & layout, then it is not necessary to place constraints on the item.
