Workspaces is not creating a folder.

When I right click in worspaces and select create a new folder it is creating a new file instead. I have tried opening and closing workspaces and the the result is still the same. I am currently using a windows machine, Any thoughts?

Never mind the folders have just decided to magically appear sigh
