wrapping the function to a promise?

I did not get that with async keyword javascript will wrap the function to a Promise ? And I saw this code if it wraps the content into a Promise, then why this code did not work?

const getQuotes = async () =>  fileSystem.readFile('data.json', 'utf8', (err, data) => {
        if (err) {
             return err;
        }
        else {
            const quotes = JSON.parse(data);
            return quotes;
        }
    });

(async () => {
    const q = await getQuotes();
    console.log( q);
})();
