XAMPP and PHP PROBLEM

Hello. I am building my online portfolio using php and I am viewing the files in the browser using XAMPP. The problem is that I can't change the css (cant' change the css on the about.php page and on the others) only if I open the link in incognito window

Hi Modure.

Can't be 100% sure, but it sounds like a Caching issue. You may need to clear your browser's cache.

It still doesn't work. And now I can't change the css if I open the link in incognito neither.
