Xcode 8.2.1 the "Simulated Metrics" -> "Size" dropdown is completely different. Doesnt have the "iPhone 4.7 inch" option

It has "Inferred", "Freeform"...

I think what you are looking for is at the very bottom part of Xcode. You have there something like "View as:" and here you can choose the desired size/device. 4.7-inch iPhone is iPhone 7 :)
