You need to set the 'href' attribute of the second <a> element to 'pies.html'. I am so lost

I've added a list item to each and still nothing is working

index.html
<!DOCTYPE html>
<html>
  <head>
    <title>Lists and Links</title>
  </head>
  <body><ul>
    <ul> <li><a li href="cakes.html">Cakes</li></a>
    <ul> <li><a li href="pies.html">Pies</li></a>
   <ul> <li><a li href="candy.html">Candy</li></a>
    </ul>
  </body>
</html>

the usual structure for anchor would be

<a href="something.html">Name of Something</a>

the usual structure for a list item would be

<li>Some list things</li>

if you want your list item to contain an anchor replace the text in between <li> .... </li> with your <a> ... </a> so that the <li> pieces are wrapping the <a> pieces

<li><a href="something.html">Something</a></li>
