Is it right a comment in video "While and Repeat?

In minute 06:51 Pasant says "This condition is TRUE already so we never go into the body"

Can be a mistake?

Maybe he meant "FALSE"?

You are correct, that is a mistake. The loop condition is false from the start (1 is not less than 1) and that is why the loop never starts.
