I think you are looking at it backwards.

Wouldn't it make more sense to determine the requirements and then select the tools/features that provide the best experience for the site's visitors?

So, I think the answer to Flexbox vs. Bootstrap vs. Grid is yes - in that there are use cases where each one would be the best choice and even combinations of all three. FYI, Bootstrap does have Flexbox and Grid support.

sure it can, just depends on the application that you are using it for. Does it meet the need to accomplish your goal? Then sure, Are you looking for more control over your layout, do you need to adjust things to get your message across to your audience...then maybe not. It is completely acceptable to put together a bootstrap site that has built in flexbox, however a lot of times you may need more customization for a professional looking project. I know that is wishywashy but it really does depend on what you are trying to accomplish.
