I added: add_filter( 'show_admin_bar', 'return_false' ); the nav bar went away as planed, however when i added: //add_filter( 'show_admin_bar', 'return_false' );
it fails to return, when i remove the code completely it, still does not return on pages, when logged in.

If you have add_filter( 'show_admin_bar', '__return_false' ); removed from your functions.php file I would also make sure to have wp_footer(); in the footer.php of your theme.
