You just need to use the :hover pseudo class to target the hover state of .star-bg and then change the color of the fill to steelblue.

That would look like this:

.star-bg {
  transition: fill 1s;
}

/* Hover Styles */
.star-bg:hover {
  fill: steelblue;
}
