Best way to approach a web agency

I feel that my skills in HTML, CSS and JavaScript are sufficient enough to present myself to a web agency as a front end developer. What is the best way to approach a company about a job or an internship? Should I ask if I could send over examples of my work and/or code samples? I want to be professional about it.

I would work-on building a kick ass portfolio and perhaps approach the agency after doing some research on them and being very specific on how you can contribute.

How can I build a portfolio if I don't have any clients and am just starting out? I mean, I have good skills like HTML, CSS, Sass, and JS but I haven't made any complete, packaged-up, bow-on-the-top websites. What would you recommend?

You can always start with your own personal site and then taking on projects for free initially to build up a portfolio. You can reach out to your local organizations that have outdated websites and ask to do it for them for a low cost. Also, you can attempt to redesign popular websites that are really outdated to build up your portfolio.

True. What about sending over code samples?

I think that stage will come once you've gone through the initial round of interview.
